Position Summary

The Payroll & Benefits Administrator (PBA) performs all activities necessary to prepare and process DMS bi-monthly payrolls including reviewing for accuracy approved timesheets, garnishments, and other special payroll deductions. The PBA also administers employee benefit programs and health & wellness initiatives in support of DMS's benefits philosophy.


Essential Functions

Payroll Administration

  • Prepares and processes bi-monthly payrolls, including post-payroll processes and reporting; reviews and updates time & attendance data, employee changes and other employee maintenance.
  • Verifies and updates state unemployment tax rates. Sets up new states in the payroll system by requesting and completing registration forms from new states and informing payroll vendor to set up states.
  • Reviews and maintains payroll records in accordance with record keeping requirements.
  • Prepares and files quarterly and annual payroll and tax reports including voluntary deduction reports; works with Finance to reconcile tax reports as required.
  • Processes involuntary deductions such as levies and garnishments; ensures proper amounts are deducted from employee's pay and distributed to designated recipient.
  • Ensures payroll records reflect accurate benefit enrollment and employee deductions.
  • Acts as primary contact for questions regarding the time and attendance system and for troubleshooting technical issues.
  • Stays current on related payroll administration trends and/or best-practice approaches and methodologies.

Benefits Administration

  • Processes enrollment and changes for all employee health and welfare benefits.
  • Reconciles benefit statements and coordinates with Accounting for payment of premiums.
  • Serves as the primary liaison for company employee benefits with benefit plan carriers, providers, brokers and Federal, State and local agencies as required.
  • Responds to employee's questions and issues regarding benefit programs including 401k and disability insurance. Works with carriers, providers, and brokers to resolve issues.
  • Generates reports, researches questions and issues, conducts employee benefit surveys as assigned and provides information to carriers, providers, brokers, and management as requested.
  • Directs preparation and regular distribution of informational literature and verbal presentations to notify and advise employees of eligibility for benefits programs.
  • Coordinates and participates in benefits open enrollment.
  • Works closely with benefit brokers and HR leadership to analyze company benefits policies, laws concerning mandatory insurance coverage, data concerning prevailing practices among similar organizations to establish competitive benefits programs.
  • Stays updated on current employee benefit and perquisite trends and makes recommendations for changes to current benefit programs and addition of new programs.

  • Complete additional tasks as assigned by Human Resources Director

  • Learn and adhere to all Information Technology and data security policies, standards, guidelines and procedures
  • Learn and adhere to DMS rules and established policies for workplace health and safety
  • Complete all required compliance training on time and in good faith
  • Willingness to work outside of regular business hours
  • Ability to pass background check and drug screen

Qualifications

  • Experience processing payroll and administering employee benefits using ADP
  • Strong Excel skills
  • Strong written and verbal communication skills
  • Detail oriented with strong analytical skills
  • Ability to maintain confidentiality and exercise extreme discretion
  • Excellent problem solving/judgment skills
  • Strong organizational skills and ability to handle and prioritize multiple tasks to meet all deadlines

The Fine Print:

This is a full-time, salaried, exempt position. Typical office hours are Monday-Friday 8:00 am-5:00 pm. This is primarily an on-site position, but very open to hybrid arrangement.
